Jeff's father worked for the federal government so he moved around a lot as a child. He was born in Washington DC in 1968, then moved to Lompoc, California in 1970, Florida, Durham, and North Carolina in 1976, and then Lynnwood, WA in 1979 where he spent most of his junior high and high school years crediting it as the place he grew up. Following high school, he attended Frostburg State in Maryland. He met the love of his life, Kathlyn, in 1985 shortly after moving to Severna Park, MD, working at a place called Franks Nursery and Crafts with the tag line "Beautiful things begin at Franks". Little did they know how true this would become. Jeff and Kathlyn studied at separate colleges while dating, and it was during this separation time that the Lord ultimately tugged on each of their hearts to surrender to Him. They dated for 6 years and were married on June 1, 1991. The pair have five beautiful kids, Justin, 23, Emily, 19, Makenna, 19, Jonah, 18, and Serena, 16. Jeff was first introduced to Jesus while in high school after a friend's brother shared the good news with him. He was 14 years old. "I was quick to accept that I needed Jesus, but slow to allow Him to work," Jeff said. "It has taken many years to begin to understand what it means to surrender everything to Him, and I’m still learning." Jeff was working for the Easter Seal Society as an employment coordinator in Seattle, Washington, helping people with disabilities find work when they expanded their program across the state to Spokane, bringing the Toney family to Spokane in the summer of 1995. He is now a recruiter at Humanix Staffing, a locally owned and operated full service staffing company and considers it an honor to help so many people find work.

Jeff has been a part of the Shiloh body for many years as his family attended Cornerstone Fellowship, which merged with Shiloh Hills Baptist in 2002 to become Shiloh Hills Fellowship. He was elected as an Elder January 2018 and is excited to see how God works through him. "There can only be one head of the church, Jesus Christ, and leadership begins on our knees. As Elders, our difficult task is to lead and yet, get out of the way. There’s a difference between doing church and being the Church. As an Elder, my desire is to walk alongside the church into a deeper relationship with Him. " Jeff has recently made simply hanging out, sitting, and talking with his family in the living room a favorite pastime. He loves anything outdoors including hiking, canoeing, sailing, and skiing and enjoys spending time with his wife on road trips exploring and getting into the kind of deep conversations that stay well below the surface.
